The load went to the wind. An AI data center plan beside Briscoe Wind

Soluna and Applied Digital plan a joint AI data center on land across the road from the Briscoe Wind Farm's substation. Closing waits on a Briscoe County tax abatement.

Read the story

Soluna Holdings announced on October 21st, 2026 a definitive agreement to form a jointly owned company with Applied Digital. That company is to develop a planned 50 MW critical IT data center for AI and high performance computing. The site is Project Dorothy 3, Soluna's development site near Silverton in Briscoe County. Soluna says Applied is expected to hold 51% of the company after closing and Soluna the remaining 49%.

Closing depends on conditions that include approval of a tax abatement for the project in Briscoe County. Soluna expects the transactions to close by the end of the calendar year. The deal is a company's account of its own plan. No county action on the abatement is part of the record here.

A load built beside its generator

Soluna describes Briscoe Wind as a 150 MW wind farm in Briscoe County and Dorothy 3 as a planned AI data center beside it. It describes the existing Project Dorothy campus as 100 MW, built behind the meter at the same wind farm, which it says it acquired in April. In its September release it said the two Dorothy sites already running account for 98 MW of energized capacity.

Soluna's chief executive, John Belizaire, said the company was built "to bring load to the generation" so the power would be ready when demand arrived. He said the constraint in AI is energy access rather than chips. Behind the meter means the campus draws on the wind farm's own output before that power reaches the grid's wires.

The land and the plan

Soluna announced on August 24th, 2026 that it had closed the purchase of 397 acres in Briscoe County. It says the land will host Dorothy 3, which it describes as a planned campus with potential capacity of up to 300 MW. The company says the wind farm's substation sits directly across from the property, which it says positions Dorothy 3 for behind the meter access to generation it owns outright.

Soluna says the 397 acres exceed the 300 acres it first identified for the campus. It says the extra land leaves room for more data halls if further generation or storage becomes available. The first phase of Dorothy 3 is the 50 MW in the new deal. Soluna expects it to draw power from both Briscoe Wind and the grid, subject to definitive documentation. The release does not say how that load would be split between the two.

What is signed and what is not

ChronoScale, a publicly traded company majority owned by Applied, has signed a non-binding letter of intent to lease the planned facility. Soluna states there is no assurance a definitive lease will be signed on those terms or at all. So the record holds a definitive agreement to form the company, a non-binding intent to lease and a condition still open in the county.

The Public Notices page on the Briscoe County website lists a document titled Tax Abatement Guidelines and Criteria beside its Commissioners Court agendas. Soluna names approval of the abatement as a condition of closing. The release does not say which county body would vote or when, and no agenda item for this project was found in the material checked for this account.
