What changes the reading

  • The later company sheet presents a lower capacity floor than the earlier announcement. The two publications may reflect a design change or a different measure, so both are preserved.[3][4]
  • The city agreement sets thresholds for incentives. Its property, job and wage figures are commitments, not proof of completed investment or current employment.[2]
  • The initial utility allocation is only part of the later total power figure. It should not be presented as full campus service.[4]
