Pecos-Barstow-Toyah ISD's JETI agreement for the Energy Forge One power plant is executed and posted
The Texas Comptroller now lists application J0022 among current agreements under the Jobs, Energy, Technology and Innovation Act. It pairs Energy Forge One LLC with Pecos-Barstow-Toyah ISD in Reeves County. The executed agreement was posted on July 24th, 2026. The recommendation packet had gone up on February 11th, 2026. JETI excludes data centers from eligibility. This project entered the program as fossil fuel electric power generation, which is why it also carries no minimum job requirement. The Comptroller's table records a proposed investment of $6.5 billion. Reporting by Grist says the school board approved the application at a February meeting and puts the value of the break at more than $227 million over ten years.

The agreement is executed, so the participation window has closed. The application, three supplements, the Comptroller recommendation packet and the signed agreement are all posted on the Comptroller's application details page for J0022. That is the paper trail a resident would read. Future JETI applications go to a school board public hearing under Government Code Chapter 403 Subchapter T.
